Dr. Fanai claims that Muslim ethics is an afterlife-oriented ethics, in which only the individual's possession of physical virtues and qualities is important, not the behavioral manifestation of these qualities; therefore, Muslims do not have a correct picture of the place of ethics in social relations. In contrast, in current Western culture, social behavior or secular ethics is considered, in which behavior itself is considered without considering the motives behind it, only on the condition that no harm should be done to others; therefore, secular ethics, since it is a social ethics and behavior is its principle, is suitable for human social life and is more effective than Muslim ethics. In order to examine the aforementioned claim, this research has reviewed and compared the thought of Shahid Motahari, as a prominent figure among Muslim thinkers, and Dr. Fanai, as one of the proponents of secular ethics in Iran. In this regard, the comparative analysis method was used, and the results obtained showed that there are serious criticisms of Dr. Fanai's claim that Muslim ethics neglect behavior and that secular social ethics are superior. From the perspective of Shahid Motahari, despite the apparent conflict between the definitions of ethics presented by him, behavior has not been neglected; although some points in this view require explanation. It was also found that it is possible to provide a definition of ethics that does not involve such criticisms and explicitly includes all matters of discretion, including behavior.
